In the ideal world, at least for shippers and cargo owners, the quality of the cargo should improve during the voyage. As every transfer of cargo incorporates a certain risk of contamination, it is the responsibility of the carrier to maintain the quality of the cargo.
Load port samples and discharge port samples should be of equal quality. Hence the reason why taking samples at the start of loading and discharging is so important.
