I remember the road Mum lives on as being one of the most attractive little avenues in Lower Hutt. It was once the site of an extensive garden dating from the 1890's and the legacy is a host of grand old trees , a number of them on the National Notable trees list. This is one of them , so no the council is not being negligent letting the tree spill over and block the footpath, it just has priority. It's a Sophora japonica pendula. Slow growing small tree, gnarly old trunk . Across the road is a pair of brand new houses for sale. They were on the site of a house that was put on a truck and shipped out. The section came with a good compliment of mature trees. No room for much taller than a rose bush now. This is just one more of what has been happening for years, what was once a unique and special little street is becoming more and more like.....

So the priority for this little tree over clear footpath access, is OK. But if there's a dollar for the developer and council, well trees must not get in the way of progress you know.
