Found, silver pencil, but whose is it?

My mother found this silver pencil lying in the street, possibly in Bad Reichenhall, Bavaria, when she was a teenager and she was wondering if it would be possible to find out who owned it in order to return it. Maybe in the age of the Internet it is .... Bit late though; would be amazing if it could be returned at least to the descendants of the original owner, if not the owner
