Tuesday 13 March 2012: Design flaw?

It would seem that out of all the newer buildings to have suffered major damage in this earthquakes, this style of building has suffered the most. Hundreds of this style are coming down - Surely somebody in the engineering field would have known that this style of building was not suitable in swampy seismic ground.....it makes you wonder how they got their degrees and is there any investigation into these engineering practices?
