PHALACROCORAX MELANOLEUCOS

Hmm! the common term being " little shag" this is best determined by the fact that IT IS small ( quite bit smaller than the pied or black shags)
and it has a distinctive yellow beak.

Another very interesting thing about this picture is that it shows the bird in its pre-winter molt. SO: notice how it loses its feathers in a sort of orderly fashion on each wing. Reason being it can still manage to fly! They lose them on each wing at the same time - not at random. ( if you know what I mean ?)
anyway I think its interesting - I learnt this through the flying abilities of my high flying pigeons. They can manage to fly resonably well throughout the molting period. Nature - its marvelous !!
