His name is Clive Booth.
As far as I have been in Barcelona I've seen him in this or similar getups, proclaiming in a manner mostly elegant about the ills of the massive tourism which tends to collapse the city center (Las Ramblas & areas around it), in the area itself and to the people who are part of the problem (i.e. tourists) itself, which adds to the poignancy of his activity, or even underlines its surrealism.
I always greet him whenever I see him, and since I tend to carry a camera around with me pretty much always, I also end up taking his picture.
