Thursday 17 May 2012: Waiting

A meeting in London today and by chance, I found this carriage waiting just outside the office in Gt George Street, off Parliament Square. Birdcage walk was closed to traffic
And plenty of police were on duty.

It's all a bit of a mystery, can anyone shed any light on it?
