Life Raft, Fleetwood

I have been working at a school in Fleetwood today. Every time I visit I pass by this strange object which is suspended above a boating lake on the prom. In my mind it is the home of a very small and eccentric inventor.
Today I finally stopped to take a closer look and ended up chatting with a couple of the blokes nearby who were able to tell me that it is actually an enclosed life raft and it is used for training by students at the Fleetwood marine college.
I still think a very small inventor lives there as well, they just haven't noticed him yet.
