Just because it's called "Festival Square" there's no requirement for it to be fully-infested with festivally fringeish nonsense, but it seems to be the aim this year. Whilst the eventual layout will permit a little more pedestrian access it was not the case during the installation, though it looks like pedestrian access might be discouraged through the use of loud noises and dreadfulness.
