Who's to blame?

The council, for not providing enough bins or emptying the ones they do provide regularly enough?
The local chip shop, for selling their fish suppers in those awful, indestructible plastic containers?
The Scottish government, for charging people for buying something with a disposable bag, even a paper one, but not including a more general tax on all forms of packaging, including aforementioned plastic containers?
Or perhaps it's just 'people', for not taking their rubbish home with them if the bin is already full?
