A Density of Anchovies

Here we are, looking down into the ocean from the pier, fairly close to shore. If you can zoom in on this one, please do: that dark mass is all tiny fish, thick as midnight, swirling around in the currents. They seem to be avoiding that blue bucket at the bottom of the sea, leaving a clear hole in the middle of all that frenetic movement. 
Things I know about anchovies: last week there was a massive die-off of these fish in Monterey, just south of here. There are too many fish for the available oxygen in the water; they die and have to be removed by harbor officials. That has happened in the past here as well, but hopefully not this time.
When we got back to the wharf after walking for about an hour the fish had completely disappeared.
