When a road becomes a river

This is the ford at Bourn, a village near our house. All summer through it is just a dry road but today it is beginning to shape up as a stream!

I was about to take a photo of the Royal Mail van splashing through the water but the postman told me I couldn't without official permission. Does anyone know why?
