What's Going On?

I often pass by the house where these two dogs live, which is mostly in the small concreted back yard. They seem to be in the yard a lot and if anyone passes by they have a look, but only for a moment as they seem very shy. Not sure whether they are whippets or just small greyhounds. I haven't seen them out with their owner, but that's not to say they don't go out for a run about. They seem to be in reasonable condition, just look rather sad.
