Neck Stretcher?

I was walking to work and spotted someone selling vegetables, and these on the side of the road.. The Chinese have different views on beauty. It's hard to explain.. but.. I instantly thought this was to make a woman's neck longer as per this. It's funny how we can jump to conclusions on some things.

When I got to school I asked one of the teachers and she said it's actually a home neck brace. Just the thing one needs in the cupboard in case of a broken neck I suppose.
