building too close to the Everglades?

snapped this from the jeep on the road to the southernmost entrance to the Northern Everglades- Loxahatchee Wildlife Refuge, west No. Broward County/So. Palm Beach County line. We went out there to put our Jonboat in the water and test out the motor again. (after 3rd trip to repair shop, still not running well- time for new motor). There was a lot of developing going on out there, saw a sign for single family homes, in an area that is very close to the Everglades, where flooding is always an issue. (Have no idea what kind of machine this is- pretty interesting-looking.)
