Do you think the owner might be Welsh!

This Morgan was wrapped with the Welsh flag and the Registration plate was CY12MRU
Possibly Welsh but I'm not sure!

Took Jonty to the Coleford Carnival of Transport this morning. Last went there in 2005 with my Father. Spent all day there then as it was a glorious day but today it was FREEZING! Only lasted a couple of hours but could have probably done with another hour to browse the Motorbike bric-a-brac if it had been warmer.
