Considering that there were seven other points by which the tarpaulin was anchored to try and keep plaster dust out of the appliance-and-cupboard end of the half-finished kitchen which all involved the eyelets intended for that purpose, it's strange that someone would choose to just pierce the hem with an additional screw. This plasterer might be the same one who showed disregard for the integrity of plumbing back in the flat, so it's better that they did this than take offence at any of the pipes in between two of the walls they're working on.
