Our Flag!!??

For our overseas blip friends (and many Australians), this is an Australian flag flying not so proudly from a fence on a building site.
Can you imagine someone from France, the USA, Japan or even the UK treating their national flag in this fashion??
It’s at half mast, upside down and on closer inspection was found to be well past its best.
I’m not sure what message is being conveyed but being a proud Australian, I’ll take the patriotic view and assume they did the best with what they had available.
