Pirate Structure

It seems this outdoor seating area was installed without permission. Now, after several years, the restaurant has applied for permission to keep the rogue seating area. I cannot remember when I first noticed it, quite a few years ago.

I have lived in countries where I would not be surprised to come across unauthorized constructions; this was not one of them. I wonder why no action has ever been taken against the restaurant.

Although mine is not a popular view (It seems the venue is much liked), I believe an example should be made, and the restaurant should be forced to remove the construction and/or pay a substantial fine.
