Good luck or bad?

I'd always understood that the tradition with horseshoes was to hang them so that the good luck could not run out. But here in this part of Italy I have seen several farm gates with the horseshoes hung the other way up, like this one on a fence outside an olive grove. Perhaps the idea is that anyone who tries to break in will have bad luck?
