Twisted

A story:

Once upon a time there was someone who kept his certificates in a careful book. In it was a certificate for a GCSE English grade C (a pass at the exam that UK 16-year-olds take). Also there was a certificate in English language, gained a few years later, at Entry level 3 (a much, much lower level than GCSE). How could this be?

This could be because sometimes, when people do a vocational course at college, they have to enrol for English at the same time because, the story goes, the college gets government money for every student who takes the course, and more if they succeed. And they're bound to succeed if the course is at a lower level than they need. It does not matter if the students are bored, or wasting their time. It does not matter if they get a piece of paper they do not need. Because the college gets paid.

This must be fiction, mustn't it?
