Bridging the gap

In Saint-Gengoux-le-National, the church's bell-tower and the clock tower are connected by this bridge, which I for one would need a big inducement to cross. Whether it is necessary because the only stairs are in the bell tower, so they have to cross it to wind the clock in the clock tower, or have to climb the clock tower to get across to ring the bells, I don't know, but I would have thought two staircases would have been easier!
