Wasteland

Next to where I work is this, a wasteland. This is a close up of part of the ground. Just think this but bigger. They have been messing the ground up for almost 2 years now. What are they building? Why is it taking so long? Did they start and decided, let's wait? I don't know but, why did they make the ground a wasteland with no trees and grass, if they are not going to do anything with it.

Progress, it seems to make the earth ugly.
