Broken promises or narrow escape?

Stumbled upon this earlier today lying in the grass by a walkway in my neighbourhood. Not exactly a thing you'd expect to find on an evening stroll. I'm guessing there's a story behind this, but it would have been much more interesting if the test was positive, n'est ce pas? :)
