Mystery Berber artifact

I bought this in a village up in the Atlas mountains. Even the Berber who sold it to me didn't know what it was used for except we all agreed it was genuinely old.

It is made of wood with a hollow inside ( but only half of it is hollow) and embelished with intricate silver designs.

The best guess so far is that it was used for making kohl but why the rings?
