Overtaking clearance

I was walking back to the car in the car park when I saw this and from the other side I thought it was a crime scene, but no, it was an information initiative by local police.  I got the impression that the two police officers inside the car were having a slow day at law enforcement because they both came out for a chat as they were not exactly being mobbed with enquiries.
