Gardener in December?

Ok, this guy has bemused me all week. It is December. Monday, 7:30am, as I'm arriving for work - he's leaf blowing (and it is noisy). Dread to think what those who live around the area thought. 
Tuesday, he mows the lawns. In December. 
Wednesday, he's strimming around the lawns. 
Today he's back, blowing the grass ends away. They are already being blown by the wind, but hey.
