60009 Union of South Africa is an LNER A4 Class steam locomotive, built in Doncaster in 1937. In this photograph (a copy of a 35mm slide) the loco is at Lochty private railway, in Fife, where it was based from 1966 when purchased  by John Cameron, until 1973. Since then 'No.9' has hauled railtours all over Britain but will be permanently retired in April this year when the boiler certificate expires.
