Ghost Signs - Joe Cool

A hastily taken photo on Rose Street, waiting in the hope of a table in Patisserie Valerie for some cake. 
This signage is in a unit near to Social Bite on Rose Street. It makes me wonder if it relates to Joe that now resides at Greyfriar's Place? Certainly they've been around since 1978.
