A bit of a mystery

Keep Fit this morning and this afternoon I met up with a friend and we walked along the canal path to have cup of tea at the cafe. Not sure what is happening here. I can see that the site is in the  process of being cleared to make way for Wharf Services, who are arriving next year, but I couldn’t work out the significance of the colourful circles. A very warm muggy day
