Fighting or Mating??

I took my midmorning cuppa out to the patio to enjoy the sunshine and the mini meadow,  and spotted these bugs (shield bugs??) running up and down the dandelion stem.  They were joined by a third and then there was even more running up and down and hanging out on the top of the dead flower.
