Thursday 26 April 2012: Lubricating the discussion
At the European Higher Education area Ministerial Conference , and the Third Forum of the Bologna Process , in the Palace of the Parliament , Bucharest.
The place is enormous ( the world's second largest building) and the conference room we are in for the plenary sessions is vast , though by no means the biggest space available.
Big enough though for 47 heads of delegations to sit round the table under the TV lights. No wonder we needed the water.
