Bike repair

We went out for a nice early walk this morning. We went through the park and watched people playing games, doing Tai Chi and just generally doing things to keep active. Not having the kitchen set up, we were also looking for somewhere to have breakfast. While we were walking I noticed the repair work on the wheel of this cart.. Very interesting, although I am not sure what it was there for.. A couple of shopping bags tied on to the wheel....
