Who framed Banksy?

On the way home today I noticed that the Kissing Coppers have been framed. "Normally it's the police who do the framing!" I hear you should:)

I was never keen on the perspex cover although I understand why they covered it, but now the frame?? It really does ruin the image. And George Best isn't too pleased either.
