Guerilla Gardening?

Daffodils growing everywhere on Windmill Hill ..wonder if they have been planted by Geurilla Gardeners
.... an exciting pastime , or so i hear .. where you go out covertly and convert waste /unused areas into an oasis of floral beauty.... and without cost to the local authority :)
Is this the "Big Society"? If it is .. this has been going on for years :)
