Why?

This has always been one of those "Why?" things to me. It is one of those enormous Ferris Wheels. I love Harbin but it is not a modern city by any stretch of the imagination and yet, dominating the skyline from most higher parts of the city you can see this. I have been on it and its GREAT but its so out of place.
