The Jarvis has many ways of gauging a bar's Jarvisness, but sometimes he does it in terms that layfolk don't understand. So, to use common parlance, a proper Jarvis bar is a bar that would be a great one anywhere in the world, even if it was in Berlin (a total Jarvis city). As previously noted, the ridiculous prices in Norway are the fault of the government, not individual bars, so you can't hold the expensiveness against a bar such as Legal in Bergen. Even if it was in Friedrichshain in Berlin it would still be one of the best bars in the district.
