Burn coal - save oil - hot water

So that's the theory. More cost effective to burn some coal to heat some water than to burn some oil to heat a larger amount of water. Also more cost effective to burn some coal than use electricity to heat some water? That's the question and which is the least environmentally damaging? Just a shame it's also cold enough to warrant it...
