Is it too early for these babys....

.....to be out?! any tree experts out because I'm not one but when I saw these out on my early morning walk yesterday I was rather suprised. Not sure why because it's a strange year season why never know from hour to hour what we are likely to get. Doing over optimistic (as I so like to do) I'm thinking this is all because we are going to get a stunner of a summer, so will be bitterly dissapointed if we don't! Was also a bit worried about the spots on the leaves - is this some sort of disease?
