Batman's Bike

The flat in the building next door is empty and building renovated as far as I can tell. The builders and lack of people living in it makes me think this. So why on earth have they strapped a kid's bike to the outer side of the railings?

Where did it come from?
Why is on a building site?
What poor kid is missing his Batman bike?
Why on earth did they think the best place to up it, in an empty flat, was over a 10 story drop?
