Parking ticket

Well, been in the library yet again today and came back to my car to find i have a lovely parking ticket... I can't see anything wrong with my parking, it says on the ticket no parking at any time, yet there was nothing to indicate this anywhere.

Only thing that could be wrong is that i am not over 10meters away from the junction, but then I would be in the residential car park!
