Don't panic, this looks much worse than it actually is. One major thing I learned when I was in Nepal was to leave my preconceptions at home in order to appreciate the "here & now" of where I was.
The female elephants & calves are tethered for periods of time but get to go out with the Mahouts. Their food is lovingly prepared for by their carers. Wild bull elephants come in & help out with the breeding. In densely populated places like Nepal wildlife success is often very dependent on its relationship with humans.
