A Royal Pardon?

Great afternoon at the Garden Party at Holyrood. Will a royal pardon be needed for my mother for taking the Queen's tea towel? Thankfully not as it was legitimately purchased at the Queen's Gallery Shop... and yes there were cucumber sandwiches.
