Thames Water waste water

Side street in Islington, there was a Thames Water van nearby with 3 guys sat having lunch whilst the water gushed out. 20 minutes later still sat having lunch and water flowing and then this guy appeared taking pics. Are you a blipper or a sleuth gathering evidence on the huge waste of a valuable resource by the water companies ?
