No matter how badly you need to use this cart, you can't.

I looked - there are no other carts in the store or its parking lot. Just this one...tied down. I suspect that the close proximity to both a major bus station and a homeless shelter have something to do with the missing carts - but I can't, for the life of me, figure out why the powers-that-be chained this one up.
