Ministry of Foreign Affairs (MID)

On my morning run, MID glowers spiderlike on the horizon. One of several 'skyscrapers' built by Stalin after WW2, could any friendly foreign policy emanate from such a building?

When they were building it, there was a sign hanging from the front proclaiming 'a brotherly hello to all countries striving for socialism!'
