If ways for major rain harvesting in huge capacities can ever be implemented, most water scarcity related problems could be solved in some way. But it will come a long way to materialise considering the lack of awareness amongst most of the people in general and the govt. in particular which has been vividly demonstrated in the absence of lid/switch in most of the water pipes/tapes in rural, suburbs and even urban areas.
