Ceci n'est pas A Lifebuoy

I'm not very nautical, and don't know much about buoy recognition - but I know this is a life belt, or ring, not a life buoy. There are a few of these spread around the ornamental ponds at work. I guess it is a good thing that this one is covered with old spiders' webs.
