Walking along the Rhine near Eltville, we spotted several of these balanced stacks of stones by the side of the river, sometimes simple towers of 3 or four stones, sometimes more complex arrangements with other flotsam and jetsam incorporated.

Later we came across this chap, who appear to be the creator of these impromptu and temporary sculptures.
