For Whom the Bell Tinkles

I discovered this small brass bell today in the Boxroom second hand shop in Banchory.

Initially I was charmed by its appearance; however, on closer inspection, the scene in bas relief depicts a large number of decapitated heads being presented in some kind of primitive ceremony.

Maybe this is taken from a Norse original. Is anybody out there familiar with the cultural/archaeological context of this gruesome scene?
